New HRSA PCN 21-02: Determining Client Eligibility & Payor of Last Resort in the Ryan White HIV/AIDS Program

The Health Resources and Services Administration's (HRSA) HIV/AIDS Bureau (HAB) released Policy Clarification Notice (PCN) 21-02, on October 19, 2021. 21-02 replaces PCN 13-02: Clarifications on Ryan White Program Client Eligibility Determinations and Recertification Requirements. 

This new PCN 21-02 incorporates two major changes: 

• Eliminating the six-month recertification requirement and replacing it with allowing RWHAP recipients and subrecipients the flexibility to conduct timely eligibility confirmations.
• States affirmatively that immigration status is irrelevant for the purpose of eligibility for RWHAP services.
